Non-payable, blocked, or locked fine results from a traffic violation that requires you to visit the Police station, show your license and Emirates ID, and then pay the fine at the station.
On the visit, the driver/license holder may also get black points on his license due to the serious violation committed on the road.
Non-payable cannot be paid online. The driver has to visit the police station personally and pay the fine.
